Short answer: No.

Long answer: I have thought about it but I don't have the time at the moment to learn Opera theming as soon I'll have to get to work on my other add on, Newgrounds Navigate Plus.

If someone wanted to create a Newgrounds theme for Opera and have the time to learn they can. If they want to use images from Newgrounds Classic they can always ask for permission and even help, though I'm not really sure of how much help I can be.
